Pencrafter has successfully managed the proposal phase of the capture process from small businesses to large businesses for multiple-award contracts, single award programs, and task orders against existing ID/IQ contracts.
 

We have managed efforts and written proposals for (1) Federal agencies to include the DoD (NETCOM, ASA-SOUTHCOM, USSCOM, INSCOM, USCASCOM, Army ESAN DCIN Coop, Defense Logistics Agency, Defense Information Systems Agency, CASCOM, Navy, AF), DoI (BLM), DHS, FAA, FDA, NIH and GSA, (2) States (VA, MD, CA, OK, TX, and FL), (3) City of Chicago, and (4) Madison Square Garden L.P.

We:
  • Facilitate RFP reviews with Capture/Proposal teams before last gate review and kickoff meetings.
  • Participate in Black Hat and Blue Team reviews; help to identify teaming partners.
  • Create the structure for the Sharepoint and Privia sites.
  • Manage multiple proposals simultaneously and provide complete life-cycle support. 
  • Establish close relationships with the Executive Sponsor, Capture Manager, sales team, other stakeholders and the proposal team.
  • Work with the team to assess opportunities for bid/no bid decisions, brief teams before the reviews, and take part in debrief sessions.
  • Review and provide input to TAs/SOWs, and WBS for subcontractors and partners.
  • Work with team to develop win themes, hot buttons, win strategy, discriminators and themes for writers.
  • Develop capture plans, proposal management plans, kickoff presentations, storyboards, compliance matrices, schedules, style guides, writer packages, and outlines based on proposal requirements and evaluation criteria.
  • Facilitate daily standup meetings; facilitate brainstorming and working sessions, and manage data calls.
  • Interface with and interview technical/solution architects, system engineers, and other SMEs to ensure the solution is compliant with RFP guidelines and address all requirements before the proposal is submitted.
  • Work closely with the Contracts/Legal departments to ensure the FAR/DFAR requirements and Terms and Conditions are reviewed against all requirements.
  • Coordinate with the Pricing group to ensure terminology and pricing items are called out in the technical volume.
  • Manage proposals from Pre-solicitation phase to Evaluation Notices (ENs), Final Proposal Response (FRP), Orals Preparation, to signoff to Contracts for Award.
  • Work with BD teams to develop, modify, review and implement approved processes .  
  • Review proposal processes to be incorporated in aspects of lessons learned.
